Digital race in every sector is vividly visible in intention and initiation of people and organizations around the world. Especially in developing countries, they are a mover towards new technology introducing themselves in new trend with the internet. Contemporary resources centers – information centers and libraries – are enhancing with high technology like web applications and for portable device like mobile applications. It is an appreciating development in resource centers around the country. However, there are few latent upcoming issues of effectiveness in new administrative structural changes in Nepal.It is very important that, in this phase, Nepal is adopting new technology and enriching resource centers with effective digital technology and few preventive measures for upcoming resolution. However, the perception of addressing latent future issues in digital technology for resource centers might be a distant dream in this context where we are just a mover for adopting technology. But, it is time to think for better future for knowledge management.
Following are latent future issues of implementation of digital technology in resource center with solutions. Those issues are categorized in three groups – host, user perception and content – and solution is cited with one approach to address issues with minimum effort to maximize productivity.
Seven provinces, as per new administrative structural arrangement in Nepal, would have new resource centers and small scaled of resources centers in provinces and around the country. Those centers would try to establish their digital system to manage resources. In a way, significant issues – like huge cost investment in system both in software and hardware, operational cost of maintenance overhead and promotional cost, human resources but limited and data security measures – would be major issues in those individually arranged resource centers.
This does not end at host, like library service provider, only but it multiplies manifolds at the disposal of services to end users. Few are time consuming if one is searching national information of one subject in province level database and he/she must surf in multiple databases of all provinces to get complete information of one subject. However, it also adds new burden to compile all discrete information to get one result. Also, it would be too time consulting working in multiple database with multiple identities and efforts for piece of information during hectic research work. It is obviously tedious schedule for researchers who are seeking effective content.
In the context of content of resource center, those centers would have redundant resources which would create overhead cost of maintenance and inconsistent content. Selection of content and management would be more challenging in those days since scope of resource center and need including future need of content always make a conflict with each other and host would try to accumulate everything in the center’s database which ultimately creates redundancy of content.
These complexities have come with solutions like few initiatives in standard prototype system development with openness and distributed computing would minimize shortcomings in future.
Standard prototype system is common system which would provide common framework and interface in a country to catalogue resource with controlled vocabulary and same process which ultimately contribute quality of content in a same passion all over the country. Fueling in different issues, the prototype also contributes in cost efficiency and operational cost in long run.
Openness of the system in future would create interface to communicate with other system and resource center in mechanical way which ultimately integrate multiple systems in as one system and makes powerful knowledge management system. Open data also create more “interoperability” and freedom of data accessibility and ultimately contribute to save time of end users which would bring effectiveness in knowledge sharing in future.
Few people think to establish one centered database for all resources which is sometimes unrealistic with more options for betterment of new arrangement. Distributed computing, like in developed countries, with open data might be a prominent solution in future.
In a way, digital platform would be prime interface in future to access resources around country but is digital library the substitute of conventional library or resource centers? Still it does not seem substitute of conventional library due to user preferences and immaturity of digital technology to address in crisis. The world is still at parallel implantation and library of congress is still collecting physical resources from around the world and Dag Hammarskjold library is another example.
Making digital system in resource centers is not sufficient to make it successful digital library project. It needs passion to make good team with trust building. In addition, coordination for content development and motivation in those painstaking situations alone are notable issues to be determined for success of sustainability and successful implementation.
